In May 2010, Governor Crist signed House Bill No. 759, which changes the manner in which Board members are elected to Northern Palm Beach County Improvement District’s (the District) Board of Supervisors. Two more seats, bringing the total to four out of five seats, will be filled by popular vote in the General Election. The remaining seat will continue to be filled by landowner election.

(1) Seat No. 2 was last filled by a popular election in 2010. The board member resigned in July 2011 and Mr. Artinian was appointed to the seat in October 2011. His term ends in 2012 when the seat will be up for popular election.
(2) Seats No. 3 and 4 were converted to popularly elected seats in 2009 and board members will be elected by popular vote in the 2012 and 2014 General Elections for these seats.

Landowners Election
The next Landowners Election will be held November 19, 2014.
Seats up for election: Seat No.1 with a four-year term.
To Vote
Votes are cast on a “one acre (or any portion of property thereof), one vote” basis at NPBCID offices by landowners within Northern’s boundaries.
Beginning in 2010, landowners of real property within the District's boundaries, with the exception of landowners who own land not currently subject to the District's levy of assessments or who have not paid those assessments for the previous year, will be qualified to vote in the landowner seat election process.
To be a Candidate
Beginning with the landowner election in 2010, any member of the board elected in the landowner election must be a resident of the State of Florida and either be a resident of Palm Beach County or own, or have a beneficial interest in an entity that owns, real property within the District.
General Election
The next General Election will be held November 6, 2012.
Seats up for election:

Seat No. 4 and Seat No. 5, each with a four-year term.

Seat No. 2. with a two-year term. The term is less than four years because it is filling the remaining term of a board member who resigned. The appointee to this seat holds the seat only until the next election and then only to fill the remaining term of the seat. Seat No. 2 is normally a four-year term.
To Vote
You must be a registered voter in Florida and reside within Northern’s boundaries to vote for Seat No. 4 and Seat No. 5 in the General Election.
To be a Candidate
Candidates for Seat No. 2, Seat No. 4 and Seat No. 5 must qualify with the Supervisor of Elections.
Beginning in 2012, Seats No. 4 and 5 will be elected by popular vote in the November General Election. Also at that time, the requirements to qualify for those seats will change so that members elected to those seats must be residents of the District, must own, or have a beneficial interest in an entity that owns, real property within the District, and must be electors of the District. Beginning in 2014, Seats No. 2 and 3 will have similar qualifying requirements.
