Northern Palm Beach County Improvement District is an independent special district created pursuant to Chapter 59-994, Florida Statues, and codified pursuant to Chapter 2000-467, Laws of Florida. It’s purpose is to provide water management and infrastructure development services to properties in northern Palm Beach County. In 1987, Northern received additional authority from the Legislature to provide infrastructure such as potable water facilities, wastewater management facilities, street lights and landscaping. All service provided is subject to the local government development requirements for each location. Revenues are generated from special assessments which are levied against only the land where service is provided. These special assessments are included on the landowners’ property tax bills and collected by the Palm Beach County Tax Collector. Northern is governed by a five-member Board of Supervisors who are elected by the landowners and/or popular votes within Northern’s boundaries. In 2005, the Florida Legislature approved changes to Northern’s enabling legislation. This now allows two of the Board Members to be elected by popular vote in the November elections. The remaining three members continue to be elected via ownership of each acre, or fraction of land thereof, entitling the owner to one vote. Office terms for each Supervisor have changed from three to four years. If a vacancy occurs, the remaining Supervisors fill the vacancy until the next annual election.
