Dan Beatty joined Northern as Deputy Director in 2005.
Mr. Beatty graduated from the University of Tennessee with a degree in civil engineering and is a licensed professional engineer. He has over 25 years of public and private experience through Northern, the City of Delray Beach and the engineering firm of Caulfield & Wheeler Inc.

JoAnn R. Osborne, Administrative Assistant
JoAnn Osborne joined Northern as Administrative Assistant in 2005.
JoAnn has administrative experience from The Breakers in Palm Beach and Southern Company in Atlanta. She attended the University of Georgia majoring in journalism and accounting. JoAnn is part of the administrative team and primarily assists Dan Beatty, Tim Helms and Sam Payson.

Timothy “Tim” A. Helms, Construction & Permit Coordinator
Tim Helms joined Northern in 2002.
Tim is responsible for the oversight of the District’s construction projects, including the related contracts, and, as of 2008, the District’s Permit/Plat Program. He is a certified Florida General Contractor, having achieved this certification in 2006. Northern benefits from the extensive civil engineering and underground utilities experience he gained working at the engineering firms of Mock Roos & Associates and Caulfield & Wheeler for 14 years.

Coordinates debris removal as a result of natural disasters
Provides Construction Management and Value Engineering
Provides Inspection services for In-house Permits
Holds a General Contractor’s license and is a Certified Engineering Technician
STAFF BIOLOGIST
Samuel “Sam” K. Payson, Staff Biologist
Sam Payson joined Northern as Staff Biologist in 1992.
Sam is responsible for oversight and maintenance of natural preserves, lakes, canals, created wetlands, uplands and landscaping throughout the District, and management of the related contracts. Sam graduated from the University of Florida with a bachelor’s degree in forest resources and conservation, with a major in wildlife ecology. Sam has 25+ years of experience in wetlands ecology and the design, establishment, maintenance and monitoring of man-made wetlands. He is also a certified herbicide applicator with 25+ years of experience in the oversight of aquatic and right-of-way weed control in water management systems, and exotic species plant control in natural areas throughout the District and adjacent lands in Palm Beach and Martin counties. His historical knowledge, including work in this area before working with Northern, is invaluable in determining effective environmental management.
Develops budgets and writes contract specifications for Northern work he oversees
Coordinates work performed by Preserve, Aquatic Weed Control, and Marsh Maintenance Contractors
Chair of the Abacoa Greenway Committee. Organizes and leads Greenwalks within the Abacoa Greenway at least five Saturday mornings each year.
Serves as the District’s Representative on the Loxahatchee River Management Coordinating Council
Coordinates the District’s Water Quality Monitoring
