O'Neal Bardin, Jr. was appointed Executive Director in 2003.
Mr. Bardin served as Deputy Director from 1999 to 2003 and was a technical assistant from 1987 to 1999. Prior to that, he was vice president of Michael D. Hyman and Associates from 1982 to 1987. He holds a bachelor’s degree in social sciences from Florida State University.
Mr. Bardin works with numerous Board members to manage Northern responsibly and to meet the goals of the Board. The last seven years have been about change and adapting to new technologies, both in Operations and Administration. Northern is an efficient local government that constantly monitors its objectives in response to challenges. Northern has made quantum improvements since the hurricanes, including the state-of-the-art Emergency Operations Center. Three years ago, Northern saw future changes coming in construction and capital expenditures and began a series of cost-cutting measures that many governments are only now being forced to contemplate.

Susan P. Scheff, Executive Assistant
Susan Scheff joined Northern as Executive Assistant in 2005.
Susan acquired extensive administrative experience working at a local law firm. She has worked to shepherd Northern’s change to a “paperless Board agenda” and to coordinate the day-to-day use of the digital filing system. Susan handles Board/Committee matters and records management, and is part of the Administrative group that assists all Northern Staff.
