Kathleen E. “Katie” Brunk, CPA, CPFO, Finance Director
Kathleen Brunk joined Northern’s Finance Department in 2002.
Katie received her Bachelor of Business Administration degree in accounting and a Bachelor of Science degree in business management from Florida Atlantic University. She earned her CPA while working at Haas Diaz & Company where she audited numerous governmental entities for four years.

BUDGET & ASSESSMENT ROLL MANAGER
Laura L. Ham, CPA, Budget & Assessment Roll Manager
Laura Ham joined Northern’s Finance Department in 1999.
Laura is a Clemson University graduate with a bachelor’s degree in accounting and is a certified public accountant. She joined Northern after an 11-year career with Haas Diaz auditing governmental and nonprofit clients, including Northern. Laura is an expert in Excel and Access, and conducts training sessions with fellow Staff in these areas. She compiles the almost 55,000 record tax roll into 150 different assessment rates.
Develops and administers the annual Budget with Department Managers
Coordinates and administers Northern’s assessments with Palm Beach County Information Systems Services Department, and Tax Collector’s and Property Appraiser’s offices
Prepares monthly financial reports
Prepares bank reconciliations and recording of cash transfers
Records and reconciles monthly trust statement activity
Responsible for payment of debt service on bond and note issues
Monitors arbitrage calculations
Member of Safety, Insurance, and Green Committees

Victoria B. “Vicki” Loeb, Fiscal Specialist & Customer Service Representative
Victoria Loeb joined Northern in 1988.
Vicki has worked in all departments at Northern throughout her career, and she continues to support all Staff with her knowledge of the District. Since 2003, Vicki has worked in the Finance Department, and she continues in Finance as part of work reassignments, but she also does extensive records management work.
