Kennith “Ken” R. Roundtree


Kennith “Ken” R. Roundtree, Director of Operations

Kennith Roundtree joined Northern as the Director of Operations in 2004.

Ken graduated cum laude with a bachelor’s degree in forest resource management, and he also has an associate’s degree in biology. Ken came to Northern with 19 years of experience in local government, public works, water management and forestry. He is a member of the American Public Works Association and the Wellington Tree Board; he is also an Eagle Scout.

OPERATIONS SUPERVISOR

John “Rick” R. Musgrove


John “Rick” R. Musgrove, Operations Supervisor

John Musgrove joined Northern’s Operations Department in 1980.

Rick specializes in managing the telemetry system, which is the centerpiece of Northern’s storm water management system. Rick has historical knowledge of the four basins that comprise Northern’s storm water system, and he is working to train other Operations Staff in the day-to-day management activities. Rick also oversees the pump replacement and repair program and works with other Staff to manage a 10-year cycle of preventive maintenance scheduling.

Jonathan “Jon” H. Iles


Jonathan “Jon” H. Iles, Operations Manager

Jon Iles joined Northern’s Operations Department in 2002.

Jon graduated with honors with a bachelor’s degree in forestry, and he also has an associate’s degree in biology. Jon came to Northern with 22 years of experience in federal, state and local government. At Northern, Jon manages the aerator program, the storm water diving inspections, and prepares the annual Facilities Report with assistance from other Operations Staff.

ROAD RIGHT-OF-WAY MANAGER

Jared “Jay” J. Kneiss


Jared “Jay” J. Kneiss, Road Right-of-Way Manager

Jared Kneiss joined Northern’s Operations Department in 2006.

Jay previously worked at the City of Greenacres as an engineering coordinator. Jay has worked on several GIS implementations, and is experienced with permit reviews, construction inspections, code enforcement and AutoCAD. He has extensive experience managing projects, and this experience is being used at Northern to manage the roads and sidewalks. Another primary responsibility is coordinating the NPDES program for all the permittees.

OPERATIONS MANAGER

Eric A. Vincent


Eric A. Vincent, Operations Manager

Eric Vincent joined Northern’s Operations Department in 2006.

Eric has extensive facilities management experience having worked for the Weiss Group and the City of Palm Beach Gardens. At Weiss, Eric managed 200,000+ square feet of office space on approximately 15 acres of land. This location included office space, an employee day care center, and 20,000 square feet of cafeteria/serving/presentation area. Eric has extensive contractual experience from bidding to completion. He also has extensive HVAC, structural, electric, plumbing, sewer, asphalt, drainage, concrete and equipment experience. Eric works with the Operations Staff to maintain the Emergency Operations Center as well as all 15 pump stations.

CANAL RIGHT-OF-WAY MANAGER

Randy E. Cross


Randy E. Cross, Canal Right-of-Way Manager

Randy Cross joined Northern’s Operations Department in 1986.

Randy is a U.S. Marine Corps veteran and served as a reservist following his discharge. He is a mason having worked in the Masonic organization for nine years. His primary work the last few years has involved Northern’s U.S. Dept. of Agriculture NRCS grants, with Randy overseeing the majority of the $1,000,000 reimbursed to Northern for work in multiple units involving extensive canal clearing, bank restoration, and excavation. Randy was also elected the 2009 Community Development Advisor for Royal Palm Beach Pop Wanner Football and serves as one of its Board Members.

Pietro “Pete” G. Corrias


Pietro “Pete” G. Corrias, Field Technician II

Pietro Corrias joined Northern’s Operations Department in 2001.

Pietro is responsible for Building/Fleet maintenance, and has developed the vehicle maintenance program used by District Staff. He works with Northern’s insurance inspectors to see that facilities and equipment are regularly maintained, and he schedules, coordinates and manages repairs with assistance from other Operations Staff as needed. Pietro has completed the NPDES Inspector Training, and he routinely assists other Operations Staff with projects.

Layle Ayshea M. Knox


Layle Ayshea M. Knox, Senior Engineering Aide

Layle Knox joined Northern’s Administrative Staff in 2002.

Layle is a graduate of the University of Maine at Farmington with a degree in secondary education. She works mainly with the Director of Operations, the Deputy Director of Finance & Administration and the Operations Staff. Throughout her time at Northern, Layle has helped to update various procedures and documents relating to permits, plats, annual contracts and records management. In order to better serve Northern’s needs, Layle has attended numerous record management courses, as well as seminars for the overall improvement of work-related skills.

  • Assists with Annual Contract bids/renewals
  • Maintains Annual Contract-related records
  • Processes updates to the Hurricane Preparedness Manual
  • Processes Records for scanning/destruction per state requirements
  • Performs data entry and maintenance duties related to Northern’s Information System and Automated Records Retrieval
