Joe Kusnir joined Northern as Staff Engineer in 2026.

Mr. Kusnir graduated from Manhattan College with a Bachelor of Science Degree in Engineering and also obtained an MBA from Florida Atlantic University.  He is a licensed professional engineer in Florida specializing in civil engineering and surface water management.  Prior to joining Northern, Joe worked with his own firm, several engineering companies and South Florida Water Management District.  Joe’s experience includes engineering design, construction and project management for residential and commercial land development projects as well as regional drainage projects.  He has worked with private and public sector clients, special districts and CDDs.

Joe has over 20 years of experience in Civil and Land Development Engineering project related development.

·         Assists with the review of District access needs/rights to ensure maintenance responsibilities can be met.

·         Performs detailed review of complex permit applications that involve District facilities and recommends approval or denial, of same.

·         Assists with the coordination and administration of project management activities for multiple maintenance-related projects.

• Coordination with contracted Professional Engineers and Technicians for project development and coordination.

·         Coordinates with the District Engineer on projects involving District infrastructure and property rights.

·         Provides technical assistance on permitted projects.

• Assists with the preparation and oversight of the five-year Capital Improvement Plan
